Hermann Salzmann is one of the co-founders of Kustersberg Bregenz in 1907. After the Matura he studied Jus in Innsbruck and joined the Leopoldina Innsbruck student association in 1911. He completes his studies with the doctorate.
After the First World War, he became secretary of the Industrial District Commission Bregenz in 1919–1921, and moved to the office of the Vorarlberg State Government in 1921–1924. In 1924–1929 he is employed at BH Bregenz, changes to BH Bludenz in 1929–1937 and returns to BH Bregenz in 1937.
Following the follow-up in 1939, due to the “Regulation on the New Regulation of the Austrian Professional Official” of 31.5.1938, the dismissal is effected by compulsory retirement with reduced remuneration. In 1940, Hermann Salzmann is assigned to the Bregenz Economic Office for a month of voluntary service. In 1941–1942 he works as a contract staff member at the Reichstrassebauleitung, but is released there for political reasons. He then assumes an activity as an accountant in the construction business of Reichart in Bregenz. From December 1944 to April 1945, he will be obliged to do so. Hermann Salzmann becomes from 23 to 30. April 1945 imprisoned by the Gestapo as hostage in the police prison in Bregenz.
After the war, Hermann Salzmann resumes his activity at BH Bregenz until 1951.
