Hermann Salzmann was one of the co-founders of the Kustersberg Bregenz secondary school fraternity in 1907. After graduating from high school, he studied law in Innsbruck and joined the Leopoldina Innsbruck student fraternity in 1911. He completed his studies with a doctorate in law.
After the First World War, he became secretary of the Bregenz Industrial District Commission from 1919-1921, and from 1921-1924 he moved to the Vorarlberg provincial government office. From 1924 to 1929, he was employed by the Bregenz District Administration, from 1929 to 1937 he moved to the Bludenz District Administration and in 1937 he returned to the Bregenz District Administration as a trade officer.
After the Anschluss in 1939, he was dismissed on the basis of the "Ordinance on the Reorganization of the Austrian Civil Service" of 31 May 1938 through compulsory retirement with reduced pay. In 1940, Hermann Salzmann was assigned to the Bregenz Economic Office for one month for voluntary service. From 1941 to 1942, he worked as a contract employee at the Reich Road Construction Office, but was dismissed for political reasons. He then took a job as an accountant at the Reichart construction company in Bregenz. From December 1944 to April 1945, he was assigned to entrenchment work. Hermann Salzmann was then imprisoned by the Gestapo as a hostage in the police prison in Bregenz from April 23 to 30, 1945.
