Adalbert Mueller Sr. completed primary and secondary school in Salzburg and, after graduating from high school in 1920, began working as a tax trainee at the Salzburg Regional Tax Office. In 1921, he passed the tax office examination and then became a tax official. In 1921 he joins the Almgau Salzburg secondary school fraternity. In 1927, he began studying part-time at the Faculty of Law and Political Science at the University of Innsbruck (Dr.iur. 1938), where he joined the Leopoldina Innsbruck student fraternity.
From 1929 to 1934, Adalbert Mueller Sr. administrative officer at the Invalidity Compensation Commission in Salzburg. In 1934, he entered the service of the province of Salzburg. From 1936 to 1938, he was mayor of Radstadt and St. Johann im Pongau as a government commissioner.
After the Anschluss in 1938, he was dismissed from state service.
In 1945, Adalbert Mueller Sr. was rehabilitated and became head of the finance department of the state government. From 1959 until his retirement in 1965, he was deputy director of the provincial office.
