Rudolf Rasser, son of the later mayor of Gumpoldskirchen and member of the Federal Council Rudolf Rasser (1886-1976), enrolled at the Faculty of Law and Political Science at the University of Vienna after graduating from high school in 1932. In 1932, he joined the Nordgau Vienna student association.

He was taken into police custody for several months after the Anschluss due to his "pro-Austrian activities". He was then able to complete his studies with a doctorate (Dr. iuris). He began his professional career at a firm of auditors and then moved to the Association of Auditors and Trustees in Vienna, where he worked as an auditor for industrial companies. In 1941, he was drafted into the German army.
