Hans Sedlmayr studied law in Graz after graduating from high school. In 1931, he became a member of the student fraternity Carolina Graz. Shortly before Christmas 1935, he graduated as Doctor iuris. From 1936, he is a state employee in the Judenburg district administration.

Immediately after the Anschluss, he is arrested and dismissed as an official of the Judenburg district administration. The district leader answers Hans Sedlmayr when he asks about the reason for his imprisonment: "When I come to my SA comrades, they ask me: 'Is Sedlmayr still in prison?" and when I say yes, their eyes light up." He stays in prison for four weeks. When he was beaten up on the street after his release, he fled to Munich.
