Guntram Hörburger graduated from secondary school in Salzburg in 1929 and went on to study law at the universities of Vienna and Innsbruck. In 1929, he became a member of the Norica student fraternity. After obtaining his doctorate in law in 1933, he worked for the City of Salzburg, but was dismissed after the Anschluss.
He took part in the Second World War as a corporal. He was assigned to the military registration office and military district command in Salzburg. A resistance group was formed here around 1942, to which the trainee lawyer Rupert Mayer also belonged. From around 1943, this group listened to BBC (London) news broadcasts both on and off duty, distributed them from "office to office" and propagated the restoration of an independent Austria.
On 11 September 1944, this group was dismantled and its members arrested and subsequently charged with preparation for high treason, subversion of military power and aiding the enemy. In the indictment of March 3, 1945, this resistance group was described as a "block of subversive forces" whose members had systematically intercepted, discussed and disseminated enemy radio broadcasts and carried out propaganda for the re-establishment of an independent Austria. However, the end of the war meant that a court verdict was never reached.
