Ernst Fischer studied law in Innsbruck after graduating from the "Stella Matutina" grammar school in Feldkirch in 1912 and was accepted into the Austria Innsbruck student fraternity in 1913. Soon afterwards, he was called up for military service and promoted to first lieutenant. After the war, he completed his studies with a doctorate.
Ernst Fischer was also politically active: he was a member of the State Council from 1934-1938 and its second deputy chairman, as well as a member of the Bundestag from 1936-1938. Until 1938, he also held the office of Vice President of the Chamber of Commerce and was a leading functionary of the VF.
In March 1938, he was taken into protective custody, initially imprisoned in Innsbruck and then transferred to Landshut, where he was arrested in February 1941. After the failed assassination attempt on Adolf Hitler on July 20, 1944, he was arrested again and sentenced to two years in prison for "preparation for high treason". He was released from prison on March 5, 1945.
