Johann Kniesz studied law and political science in Vienna after graduating from high school and joined the Babenberg student fraternity in 1926. After completing his studies and obtaining his doctorate in law, he became head of the Oberwart tax office

After the Anschluss, he was relieved of his duties and taken into protective custody for 14 days. He is then compulsorily retired in accordance with § 4 para. 1 BBV with 3/4 of the standard pension entitlement. He then worked in a private company and was drafted into the Wehrmacht in 1940.
