Hubert Urban is born as the son of the surgeon Karl Urban. After graduating from grammar school, he began studying at the Medical Faculty of the University of Innsbruck (Dr. med.), where he joined the student fraternity Austria Innsbruck. On the evening of May 11, 1926, Hubert Urban and other CVers are attacked in Innsbruck by members of the fraternity Germania and the Landsmannschaft Tyrol. He and Franz Wiesinger are so badly injured that they have to spend a week in hospital. Urban also studies in Vienna for a time, where he joins the Marco-Danubia student fraternity.

Hubert Urban's first career aspiration is neurosurgery. After completing his doctorate, he initially worked as a surgeon at his father's clinic, but then went abroad in 1930/31. He worked at renowned clinics in Stockholm and at St. Joseph's Hospital in San Francisco. After his return, he worked at the neurological department of the Vienna-Lainz Hospital. In June 1937, he habilitated under the well-known neurologist and psychiatrist Otto Pötzl at the Medical Faculty of the University of Vienna. On January 25, 1938, he was appointed Associate Professor of Neurology and Psychiatry at the Medical Faculty of the University of Innsbruck.

Hubert Urban did not stay there for long, however. After the Anschluss in March 1938, he was dismissed from his post and had to move to Vienna and set up a practice there. After the outbreak of the Second World War, he was called up and remained in the war until the end.
