Karl Dworschak first attended grammar school in Prague, then moved to Agram and Vienna, where he graduated. He then studied law in Vienna, graduating in 1927 with a doctorate in law.

In 1923, he joined the Rudolfina student fraternity. In 1927, he joined the Postal and Telegraph Directorate for Vienna, Lower Austria and Burgenland. From March 1934, he was also responsible for personnel matters in the office of the Director General at the Ministry of Trade. He is a functionary in the VF.

After the Anschluss, he is arrested on March 12, 1938; he remains imprisoned in the police prison in Vienna until March 23, 1938. On December 17, 1938, he was dismissed from the service without notice and retired with effect from March 31, 1940 with three quarters of his pension. He earned his living as an assistant accountant at Schoeller & Bleckmann AG until 1941 and was then employed by the non-profit housing and settlement company Schwarzatal until the end of the war.
