Franz Edlinger studied law at the University of Vienna from 1906 after graduating from the state grammar school in Linz (Dr. iur. in 1912).
In 1907, he was accepted into the Norica student fraternity. In the winter semester of 1908/09, he is one of the founding members of the Marco-Danubia, Norica's daughter fraternity. After graduating, he joined the Bank für Oberösterreich und Salzburg (ultimately as director). During the First World War from 1914 to 1918, he served in the military (ultimately as a first lieutenant).
In 1933, he became commercial director of Wolfsegg-Traunthaler Kohlenwerke AG.
After the Anschluss, he was dismissed in June 1938, arrested and held in protective custody until October 1938. On November 3, 1938, he was transferred to the Buchenwald concentration camp. He was held there until June 12, 1940. After his release, he worked as an employee in a paper factory from 1940 to 1942 and then as an inspector at the Donauländischer Genossenschaftsverband from 1942 to 1945.
