Ferdinand Elmenreich fought in the First World War and then volunteered in the Baltic States until 1920 to stop the advance of the communists. He then studied at the University of Natural Resources and Life Sciences in Vienna and became a member of the Babenberg student fraternity in 1921.
After completing his studies in 1930, he worked as a milking instructor and trainee in various companies. From April 1937 to March 1938, he was secretary of the workers' conference of the Austrian Reich Farmers' Union.
After the Anschluss, he was dismissed from his post and taken into pre-trial and protective custody and police arrest from April 22 to August 30, 1938. His participation in the war in the Baltic states then made his release possible. In October 1940, he was employed as an official land appraiser at the tax offices in Feldkirch and Bregenz and from October 1944 as an economic advisor at the district farmers' association in Feldkirch. In 1945, he joined the local resistance movement and was its chairman of the Doren branch (district of Bregenz/Vbg.).
