Oskar Ghelleri is born as the son of First Lieutenant Ferdinand Ghelleri, a k. u. k. officer in Steinabrückl, was born. After elementary school, he attended the military high school and then went to the military academy for artillery. He then followed in his father's footsteps and became a career officer in the Austro-Hungarian army. As such, he also took part in the First World War and was promoted to lieutenant colonel. He retired from the army in 1920 and moved to the Federal Ministry of Finance.

Oskar Ghelleri was a legitimist and later became a member of the Heimatschutz. As a legitimist, he is a staunch opponent of National Socialism.

In the fall of 1941, Oskar Ghelleri meets his acquaintance Vinzenz Hauser, who first tells him about the Lamberti Circle around the lawyer Karl Wanner. At Café Tschokel in Girardigasse 10, in Vienna's 6th district, he founds a café together with Vinzenz Hauser, Stefan Glanz, Karl Schall and Witold Müller - all former members of Heimatschutz - and his childhood friend Guido Zeller von Zellhain, a regulars' table at which thoughts are given to the end of the Third Reich and a possible Danube federation involving Bavaria and under the leadership of Otto von Habsburg-Lothringen. In addition, news from the BBC - labeled an "enemy station" by the National Socialists - is exchanged. In the summer of 1942, Oskar Ghelleri meets with Karl Grebenz.

Through Vinzenz Hauser and Karl Grebenz is the group that meets at Café Tschokel with the Antifascist Freedom Movement Austria (AFÖ).

On 8 February 1943, Oskar Ghelleri was arrested by the Gestapo and sentenced to five years in prison by the People's Court on 11 March 1944 for "interception of an enemy radio station" and "preparation for high treason". He was transferred to Straubing prison. He remained there until the end of the war and was finally released on June 6, 1945.
