Hugo Freiherr von Lederer was born as the son of Oskar Frhr. von Lederer, a senior state railway councillor. His brother, Hugo von Lederer - apparently Lederer's godfather - was ultimately Lord Chamberlain to Archduke Franz Salvator, the husband of Archduchess Marie Valerie, the youngest daughter of Emperor Franz Joseph. The Lederer family was raised to the rank of barons in 1763 by August Gottlob Lederer, Imperial Court Councillor at the Austro-Dutch Chamber of Accounts in Brussels.

Hugo Freiherr von Lederer graduated from the grammar school in Vienna-Döbling. During this time, he joined the secondary school fraternity Herulia. He then began his studies at the Faculty of Law at the University of Vienna (Dr. iur. 1913) and became a member of the Norica student fraternity.

Hugo Freiherr von Lederer interrupted his studies with a year's voluntary service in 1909/10 with Field Cannon Regiment No. 6. At the end of 1912, he began his court practice at the Vienna Provincial Court and moved to the Procurator's Office in April 1914. In 1914, he was called up (Reserve Cannon Battery No. 6, Field Artillery Regiments No. 25 and No. 49) and reached the rank of Lieutenant of the Reserve.

After the war, Lederer was appointed to the Ministry of Finance and assigned to the President's Office in 1923, serving the respective minister personally. In 1931, he was appointed Ministerial Councillor and Deputy to the Presidential Executive Board; from March 1935, he was then Presidential Executive Board member.
