Rudolf Trummer first attended the Bischöfliches Gymnasium in Graz and, from the 5th grade, the Realgymnasium Lichtenfelsgasse, where he graduated in 1910. He then began studying law in Graz and became a member of the student fraternity Carolina Graz in 1910. In 1915 he was drafted into the fortress artillery regiment no. 7 and deployed on the Tyrolean mountain front (last rank Lieutenant d. R.). During a study leave, he graduated with a doctorate in law in 1917.
After the war, he first completed a year in court and then began his career as a lawyer. In 1930, he opened his own law firm in Graz. He held various positions in Catholic associations in Styria. Among other things, he is a member of the administrative committee of the Catholic Press Association and senior trustee of the Styrian State Mortgage Institution. In 1934, Rudolf Trummer was appointed to the State Council, where he remained until March 4, 1938. After the forced resignation of Styrian Governor Karl M. Stepan, he succeeded him on March 3, 1938 until the Anschluss on March 12, 1938; it was the shortest term of office of any governor.
Rudolf Trummer was removed from all offices after the Anschluss and struck off the list of Styrian lawyers in December 1938. He then moved to Vienna in order to be able to work as a lawyer. Here he is under strict observation by the Gestapo, is interrogated several times and has to endure various house searches. After the Bürgerbräu assassination attempt on Adolf Hitler on November 8, 1939, he is arrested and transferred to Munich. He was only released from protective custody in January 1940.
