After graduating from the commercial academy in Linz, Alfred Baur started working for a bank and studied law in Vienna from 1924 to 1929 (without graduating).

In 1927, he joined the student association Austria Wien. As a representative of the money, credit and insurance industry, he was a member of the Salzburg Provincial Parliament from 1934-1938. He is also the regional secretary of the VF in Salzburg.

After the Anschluss, he is dismissed and arrested. After his imprisonment, he is unemployed and finds a subordinate job at a bank in Linz from January 1, 1939 until he is drafted into the German Wehrmacht in 1940.
