Albin Oberhofer attended elementary school in Bruneck and Innsbruck and then grammar school in Feldkirch and the Cistercian school in Mehrerau near Bregenz, where he graduated in 1924. He then began his studies at the Faculty of Law and Political Science at the University of Innsbruck (Dr. iur. 1931), where he joined the Leopoldina student fraternity in the year of his A-levels.

After his studies, Albin Oberhofer completed his year in court and then worked for a lawyer. In 1933, he joined the then Tyrolean Chamber of Commerce, Trade and Industry. After the Anschluss, he was dismissed from his post and worked as a legal consultant for the Deutsche Treuhandgesellschaft in Munich.

After the Anschluss, a resistance group "Freedom Austria" was formed in April 1938 from former youth functionaries of the "corporative state", in which Albin Oberhofer was described as the "intellectual backer". Journalist August Loacker and former provincial councillor Ernst Fischer were also members of the group. Members of this group - including Oberhofer and Loacker - were remanded in custody from October 5, 1938 to March 21, 1939.
