After graduating from the Franciscan grammar school in Hall in Tyrol, Vinzenz Pezzei studied law at the University of Innsbruck, where he was awarded a doctorate in law in 1931. He then worked as a legal advisor to the Caritas Association in Landeck/Tyrol. In 1933, he entered the state service and was entrusted with the management of the Landeck district office for the guardianship and youth welfare system.
In 1941, Vinzenz Pezzei joined the Landeck resistance group and became its deputy leader. On August 31, 1944, he had to move to Völkermarkt because he had not complied with the ban on communication with Josef Stockhammer, the leader of the Landeck resistance group.
