After graduating from high school in 1922, Hermann Scheidle began studying law at the University of Innsbruck, graduating with a doctorate in law. In 1922, he became a member of the student fraternity Austria Innsbruck. After completing his court clerkship at Innsbruck Regional Court, he joined the Tyrolean provincial government.

After the Anschluss, he was dismissed from the provincial government and was temporarily taken into police custody in 1939. He was then drafted into the German Wehrmacht.
