Ernst Krumhaar initially studied at the University of Natural Resources and Life Sciences in Vienna after completing his A-levels and graduated with a Dipl. Ing. (agr.) degree. He then enrolled at the University of World Trade. After completing his studies with the title Dkfm., he began his legal training, which he completed with a doctorate in law in 1935. In 1931, he joined the student fraternity Nibelungia. On October 1, 1936, he was taken on as a trainee civil servant in the preparatory service for the editorial office of the "Amtliche Nachrichtenstelle" (ANA).

After the Anschluss, he was granted leave of absence on April 14, 1938, but still received his salary. He was retired on November 30, 1938 and initially worked as a "civil servant" in the civil service. After being "mustered for military service" on May 16, 1940, Ernst Krumhaar was assigned to Ersatzreserve II. Between 1941 and 1943, he completed his military service in the navy. During the war, he worked as a "civil servant in the State Office for National Nutrition I Ministerial Secretary". He also maintained contacts with the resistance group
