Rudolf Florian Maria Weber, his full name, was born the son of lawyer Arthur Maria Weber. In October 1902, he got into a heated argument with a member of the Brixia fraternity, who challenged Arthur Weber to a duel, which he naturally refused. In March 1903, as a reserve officer, he was demoted to the rank of ordinary soldier by the military court of honor. Alongside Josef Hintner-Aschauer and Roman von Ramponij zu Rosenhof, among others, he was one of the CVers who were stripped of their reserve officer rank before 1914 for refusing to duel.
After graduating from high school in 1944, Rudolf Weber was able to begin his studies at the University of World Trade in Vienna under difficult circumstances and took part in the liberation of Innsbruck at the beginning of May 1945 under the leadership of his future brother Ludwig Steiner.
In the fall of 1945, Weber began studying at the Faculty of Law and Political Science at the University of Innsbruck, where he joined the Austria Innsbruck student fraternity. However, he transferred to the Faculty of Law and Political Science at the University of Vienna (Dr. iur. 1948). He later also became a member of the Norica student association.
After completing his studies, Weber initially worked in the private sector, but was one of the first Austrians to win a Fulbright scholarship after the war. This enabled him to study economics at the University of California in Los Angeles in 1950/51. After his return to Austria and a further year in the private sector, he joined the corporate department of Creditanstalt-Bankverein AG. He later held many different board positions at various companies, including Deputy General Manager of Leykam-Mürztaler Papier- und Zellstof AG.
