Edwin Cölestin Schir attended grammar school in Feldkirch and graduated in 1923. He then went to study in Innsbruck, where he majored in gymnastics and studied Romance philology as a second subject and joined the Vindelicia student fraternity in 1923. After passing his first teaching examination in 1926, he began working as a secondary school teacher. Due to his involvement in the Catholic Young Workers' Movement and the Christian Workers' Movement, he was appointed to politics and became an active member of Innsbruck's municipal council and city councillor. He was also a member of the Christian-German Gymnastics Club [now the Sports Union].
After the Anschluss, he was able to take his second teaching exam in Italian on June 23, 1938, but was then dismissed in 1939 due to forced retirement.
