After the Matura at the Gymnasium of the Jesuit College “Stella Matutina” in Feldkirch in 1933, Franz Grass began studying at the Faculty of Law and State Sciences of the University of Innsbruck. In 1933 he became a member of the Student Association Austria Innsbruck. In 1937 he received his doctorate for Dr. iur. and in 1938 for Dr. rer. pol.

After that, he will be released as a legal officer and detained for four weeks. At the University of Innsbruck, he then begins his studies in medicine, which he completed in 1943 with his doctorate as Dr. med. In May 1940 he had to interrupt his studies by another four-week detention. “The legal and medical interests of my ancestors should not have been without influence on the course of my studies,” says Franz Grass.

After the war, he is engaged in communal politics and supports the expansion and expansion of the Austrian workers' and employees' associations (ÖAAB), the employee organization of the ÖVP. Although he is working as a doctor in Innsbruck, in 1947 he joined the Faculty of Law and State Sciences for the Faculty of Church Law and the History of the Church.
