After graduating from the grammar school of the Jesuit college "Stella Matutina" in Feldkirch in 1933, Franz Grass began studying at the Faculty of Law and Political Science at the University of Innsbruck. In 1933 he became a member of the student fraternity Austria Innsbruck. In 1937 he received his doctorate in law and in 1938 his doctorate in political science.
After the Anschluss, he was dismissed as a trainee lawyer and imprisoned for four weeks. He then began studying medicine at the University of Innsbruck, which he completed in 1943 with a doctorate in medicine. In May 1940, he had to interrupt his studies for another four weeks in prison. "The legal and medical interests of my ancestors were probably not without influence on the course of my studies," is how Franz Grass describes his studies.
