Ernst Prosl von Chodelbach is born in Klosterneuburg as one of four sons of Major Eduard Prosl, who died on the Russian front. Due to the death of his father, Emperor Franz Josef elevated the family to the nobility in 1916 with the title "von Chodelbach". Ernst Prosl von Chodelbach attends the military secondary school in Budweis and can only be prevented from volunteering for the front by his guardian. He became a lieutenant in the reserves and took part in the unsuccessful restoration attempts in Hungary in 1921, whereupon he was imprisoned for six months. He then enrolled at the University of Natural Resources and Applied Life Sciences and joined the student association Ottonen in 1924.

On the evening of the occupation of Austria, Ernst Prosl von Chodelbach was present at the Ottonen board meeting in the back room of Café Votiv when they decided to formally disband and join the resistance. He was a vehement supporter of the resistance activities of the underground Ottonen student fraternity around Karl Burian.

When the group around Karl Burian was discovered and imprisoned in October 1938, Ernst Prosl von Chodelbach was summoned and interrogated by the Gestapo. However, nothing could be proven against him and he was not imprisoned.
