After graduating from the Staatsoberrealschule in Steyr in 1910, Rudolf Repinz studied civil engineering at the University of Applied Sciences in Vienna and was accepted into the Norica student fraternity in 1910. He had to drop out of his studies in 1912 for family reasons. During the First World War (1914-1918), he did military service (ultimately as a first lieutenant).

After the Anschluss, he was taken into custody by the Gestapo on March 14, 1938, from which he was only released on May 7, 1938. At the same time, he was relieved of his duties as Director of the City of Linz's Municipal Economic Court and dismissed without severance pay on June 30, 1939. He does not find employment until December 31, 1939. On January 1, 1940, he is drafted into the Wehrmacht, where he serves as chief paymaster until April 7, 1944. He was then conscripted to the Linz Supply Office until May 5, 1945.
