Karl Hundegger - older brother of Ernst Hundegger - attended Innsbruck City Grammar School and joined the Teutonia Innsbruck secondary school fraternity in 1919. After graduating from high school in 1922, he studied law in Innsbruck and became a member of the student fraternity Austria Innsbruck in 1922. After graduating with a doctorate in law, he entered the provincial service in 1926 and became deputy district governor in Lienz.
