Willibald Liehr completed the Piaristengymnasium (Vienna-Josefstadt) in 1929 and then began studying at the Faculty of Law and State Sciences of the University of Vienna (abs. iur. 1933, Dr. iur. 1934). At the end of his studies he enters the service of the Magistrate of the City of Vienna.

After the connection, he will be removed from the service and with 19. March 1938 retired. From April to July 1938, Willibald Liehr is a legal practitioner at the Vienna Commercial Court and then until January 1939 as a lawyer candidate. Since he is not admitted as a lawyer for political reasons, he enters the Heeresbauamt Wien in 1939. In January 1942 he was moved to the German Wehrmacht and in April 1945 he was imprisoned in British captivity. From this, he is released in Styria and is also temporarily entrusted with the leadership of the district executive Radkersburg (Steiermark).

In 1946, Willibald Liehr enters the ministry of the Interior and is employed in the then department 8 (including population, elections, citizenship matters). In 1949 he becomes Head of Division, later Head of Section.
