Franz Hietel attended secondary school in Vienna 18 and in Waidhafen an der Ybbs, where he graduated in 1909. He then studied veterinary medicine in Vienna and was admitted to the Norica student fraternity in the same year. After graduating as Dr. med. vet. in 1914, he became a civil servant at the Lower Austrian State Office of Culture. At the same time, he studied for a few semesters at the University of Natural Resources and Life Sciences. He subsequently became a state official (livestock inspector), director of the Economic Association for Livestock Traffic and the Agricultural Livestock Traffic Office as well as a chamber councillor of the Lower Austrian Chamber of Agriculture.
After the Anschluss in 1938, Franz Hietel spent weeks in prison at the Vienna Provincial Court and the Favoriten District Court. During the war, he managed his estate in Brunn an der Schneebergbahn.
