After visiting the Gymnasium in Brixen, Ernst Kolb maturates in 1908 and begins studying law students in Innsbruck. In 1908 he joined the student association Austria Innsbruck. After the Absolutorium, he entered the police service in Trieste in 1914. He holds a PhD in Law in 1917. In June 1918, it is deported from Italy by the Italians of the service. From 1919 he will be taken to the police service in Graz. Ernst Kolb joins the student association Traungau,

In 1938 he was appointed Chief Police Council and Central Inspector of the Security Police. After that, Ernst Kolb is arrested on 11.3.1938 and forced boarded in May 1938. He finds his progress as a book examiner and helper in tax matters. When, despite the prohibition and danger under the leadership of Carolina, the wartime CVer in Graz regain, Ernst Kolb is also with zeal, and Carolina also honours him with the award of her band. Not used militaryly in the Second World War, Ernst Kolb is supposed to enter the popular storm. Since his family is staying in Hopfgarten in Tyrol, he reports to the standkeepers.

After the collapse, he will be relocated to the police service as a senior member of the Steiermark Security Director and will be sent to the Court Council in 1949.
