Hermann Flora first attended grammar school in Brixen and then moved to Meran, where he graduated. He then began studying medicine in Innsbruck and joined the Raeto-Bavaria student fraternity in 1910. In 1922 his son, the later famous artist Paul Flora, was born. From 1927, he worked as an independent doctor in Innsbruck and was awarded the title of Medical Councillor in 1932.
After the Anschluss, a discussion group was formed, the "Flora-Kreis", which had contact with the "Bruder-Wilram-Bund" and the "Würthle" group. Its members included Fr. Johann Steinmayr, SJ.
"It wasn't a so-called resistance group, it was just a small group of like-minded and Austrian-minded people who were looking for rest, rest from their work and the unpleasant experiences of the day." - This is how Hermann Flora describes his circle.
